I thought New Hampshire already had it as "Shall Issue" and they were free?

They aren't free anywhere.  In NH they are like $5 or $10.  It's $20 for out of state.  That is what they are thinking about increasing.

On the carry license, the state doesn't just transfer unexpired resident to non-resident when you move out. They make you pay for a new non-resident license.

State vehicle registrations are going up $15 with a $15 surcharge on top of that. $10 is going to the "road and bridge betterment fund." Motorcycle registration is going up $10 with all of it going to the fund.

There is talk on OCDO about the backlog for NH nonresident licenses.
