Health care "bill"

Does anyone know why the health care "bill" is called HR3200?  I may be confused, but aren't HR's Resolutions, and therefore non-binding?  Don't they usually use HB (bill) when they are attempting to pass a law.  Can the people of NH throw out a resolution sent from the Federal Government?

I know that HCR6 was just a resolution within the NH congress (without the senate or governer a part of it), and not worth much more than toilet paper as far as having any law involved.  All they do is send a copy to the people listed on the resolution (who can then use it for TP if they want).

No, but as an old artilleryman, it makes me chuckle.
