wtf is tu?

I've seen "[tu]" used a bunch recently. The first time I saw it, it was explained parenthetically that it meant the following 3 words simultenaously: t o o , to, and two. And it made sense in the context it was used. But every other time I've seen it, that defintion (or that combination of definitions) didn't fit.

For example, in this post, RecumbentRecycler writes:

Aha! As I previewed this post before publishing it, I realized that when I type the letters T O O the forum replaced them with "[tu]". Why What does "[tu]" mean?

at about 6 minutes they show a nice cordwood house with paper enhanced mortar (show is about paper)

and a show about traffic with a cute dutch alderman who is taking down many of the street signs and traffic lights and everything is working better ... it is almost anarchy :)
