Tax collectors and cops can be legally considered as terrorist now! When government agencies and agents use violence and intimidation to further their views, they are terrorists. According to their own laws and it's a federal crime. It doesn't matter why — if they use violence and intimidation to further their views, they are terrorists.

They likely forgot to state "except for government thugs."

Indeed, the phrase just before that is more important -- oppose the US government. The US government, by definition, cannot oppose itself, because it IS. Under this ruling, however, ANY action that is in opposition to the ruling class/party is a terrorist event. So yes, any civil dis that is in opposition to any government rule, according to this ruling, is a terrorist event, if anyone FEELS intimidated.
