Well, that's what Miami is about to do. Won't that be so helpful? After all, I'm sure Miami has so many extra policemen to patrol at lunchtime to ensure that you are only eating your food, or, if you're sharing it, that you have a government permit to share it with certain people.

I wonder if you could barter with them.  It doesn't say anything about bartering food.

As long as you pay taxes on the government's perceived value of the bartered goods and labor, that's probably okay. You might need to buy a government license first, of course.
