It's not paranoia if they really are out to get you but it most definitely IS paranoia if you think the government invented clouds:

On the other hand, the government has been making great strides in mental health.

See, all the folks who, years ago, said that the government would do the things its currently doing, were deemed insane.  Now that the government is fulfilling their paranoid fantasies, they no longer are paranoid fantasies, so those folks have been turned sane.

Maybe the government will start creating clouds, soon, and fix his troubles?
