Here's what is going on here:

In reference to Russell's statement: "It never ends, does it?" Silent Bob stated:  "No, it doesn't.
The perpetrators never suffer any consequences for their actions. So why should they change their behavior."

He meant that people who suffer under the thumbs of cops and other pigs seldom use the legal system to make the individuals who instigated the violence and the communities who put them on the street, responsible for their actions.
Then Highline makes a statement that implies he read Bob's last sentence only and forgets the nature of the people he used to work with: "Because it's the right thing to do" meaning the reason they should stop their behavior.
Then, somehow, Bob misunderstands Highline, thinking he meant arresting videograpers was 'the right thing to do'.

some cops end up realizing what the real right thing to do is and then they're not cops anymore.   ;D

Of course not.

I was saying that the right thing to do is change their cruel treatment of other humans.

I miss quite a few things about my former job...  there was just no way I could keep doing it, being someone who doesn't want to hurt or bother someone who hasn't done anything to bother or harmed someone else.

Remembering these guys were involved with the MotorHomeDiaries crew... they fought the pullover in Mississippi, in court. Also the CDevolution folks might be interested in the case. Other journalistic groups might be interested...
