If you work for a political gang gambling is okay; Because some criminals are more organized than other criminals.

When the law says it's okay to kidnap cage and kill the competition, you'll have happy cops working for you to eliminate your competition. No one can offer better odds and get away with it!

You can pay your hitmen/cops top dollar, when you have a violent monopoly on gambling.
