Fire-dancing mom pleads not guilty to reckless conduct

PORTSMOUTH - Seated in a front row at Portsmouth District Court Monday morning, Lara Rines was asked if she thought it was funny to be summonsed there on criminal charges related to her downtown dancing with fire.

"No," she said. "It figures."

Rines, 29, of 111 Stark Ave., Dover, was arrested Nov. 21, shortly after she began performing with fire in Market Square. She later said she was fire dancing with the hope of collecting donations to help buy gifts for her daughter, who has a birthday that falls on Christmas.

Rines is charged with "reckless conduct; placing another in danger," and a second charge of "performing an unlicensed theatrical presentation." At her Dec. 12 arraignment, she pleaded not guilty to both charges.


Police arrested Rines after receiving a phone call from someone who passed her public performance reported "a female throwing flames" and said he was almost burned by her flaming sideshow.

"She was performing in the middle of a sidewalk and in close proximity of people walking by to see the Alan Alda show" at The Music Hall that same evening, said Portsmouth Police Capt. Lou Ferland.

Rines said her fire dancing, similar to Polynesian fire dancing, was in her control at all times and that she has taken classes to learn the dance form. She also said that, when arresting officer Sgt. Rodney McQuate told her to extinguish the flaming chains she uses during her performance, he ignored her advice that "the only way to put them out is by spinning them out."

Instead, she said, the officer took them from her and threw them on the sidewalk, which she later characterized as "the most dangerous part of the whole time."

Rines, who also goes by the name Lily Moonstorm, said her defense will be that she phoned the Fire Department and City Hall to inquire about permits before her performance and was led to believe she did not need them. She is currently free on $1,000 personal recognizance bail.

A trial, which will likely include testimony from Sgt. McQuate and Rines, has been scheduled for Feb. 7 in Portsmouth District Court.

Dave talked to the General Manager at the Radisson and told them there was going to be a lot of problems over this conference, what the conference was, and how we'd already scheduled a protest.   He's trying to get them to cancel hosting the conference.

That wouldn't hurt. It would just be cool to have many of the same shirts all wandering around events like this one. :)

I am not sure but I have started the 'awareness campaign' ball rolling by emailing this info to the CNHT Board, which includes many legislators on CC, and will wait to see what they say.

But I think it's important to challenge the governor himself, as well as spread the word to legislators and finally to people who either want to protest or simply be made aware of this effort to make it easier and to see just how many cases of this are now going on thereby negating the idea that NH is under no threat of E.D. takings.

The rest of the states can't be wrong, eh? They are all in a tizz about it....I get at least 4 or 5 articles every day, including some from as far as Hawaii, about officials putting their stamp of approval on some sort of E.D. resolution, law, or procedure as well as many groups and gov't orgs that are trying to conversely stop it with stronger laws.
