Some of the worst shenanigans in Winchester revolve around insider dealings with relatives.

Although maybe this lady is honest, it has the appearance of impropriety. The next person in that position might not be on the up and up.

Nope.

And, as I've noted elsewhere, the "I'm related to a lot of folks in town" excuse doesn't work, when the specific individual in question is her husband, with whom she presumably shares finances.  Giving him a no-bid contract and then signing off on it as having been completed to spec, is the same as just writing herself a check...
