It's probably interfering with some of their spyware.   Why else would Homeland Security care?

Fookin' hilarious. The gooberment mandates Internet Explorer "for security reasons" (!!!), and all our intranet web apps are Java driven.

I've been throwing rocks at them for years over this. They don't care.
