This plan is bullet proof;  A nuclear power plant/casino/retirement home.

The power plant would heat the casino and the retirement areas; it could be hotter than Florida.
Power could be sold to the power grid.
Gamblers would come and leave huge quantities of money.
There would be all sorts of full and part time jobs for seniors.

Free radiation treatments; it could be like a Disney ride through the reactor building.

See stuff like this makes my day.
