China....70 million +/-  killed/murdered.....vast majority "peaceful"....not involved...irrelevant
Japanese....17 million killed/murdered.....majority "peaceful"....not involved...irrelevant
Out of 2.3  million "peaceful" muslims in this country, 19 were able to bring 9/11 to fruition...killed ONLY 3000+/-

Let's say that your "tiny percentage" of Germans is 10%, for a round number (not really tiny, but we'll give you a higher number to make things favor you even more).  If that were the case, then Nazi Germany, WWII, and all of those atrocities were the responsibility of 8 million individuals.

So, if 8 million individuals can cause that, then the fact that it has not happened at the behest of Islam means that less than a half of one percent of Muslims must want it.  Or, put another way, Muslims are, by your logic, over 20 times more peaceful than European Christians.

Thus, based upon what you've told us, we should be spend 20 times more effort looking for Christian "sleeper cells" as we do looking for Muslim "sleeper cells."  That's the argument you just made.  Because your position is so utterly irrational and incoherent that you even argue against yourself without realizing it.
