The bills for the upcoming session have not been released, yet.  So, the only way to know what that guy planned, was when he announced his plans.  Which he apparently did to WMUR.

Correct. Only bill titles are available publicly, unless the sponsor has said something about it.

The LSR for Packard's bill only says, "relative to drivers' licenses and identification cards that are compliant with federal identification law."

The fight to prevent REAL-ID being implemented in NH was one of the bigger moments in the NH Freedom Movement.
