Former Bartlett Police Chief Timothy Connifey Arrested

New Hampshire Attorney General Joseph A. Foster announces that Timothy Connifey was arrested today and charged with one count of witness tampering and multiple counts of official oppression, false swearing, and perjury. Mr. Connifey was the Chief of Police for the Town of Bartlett from January 2002 to January 2015. He is scheduled to be arraigned in the 3rd Circuit District Division in Ossipee on January 6, 2016, and in Conway on February 2, 2016.

The official oppression charges allege that Mr. Connifey, while the chief of police, improperly controlled the prosecution of Kate Putnam, a woman with whom he had both an intimate and business relationship. The witness tampering count charges Mr. Connifey with later attempting to influence Ms. Putnam's grand jury testimony about their relationship. The false swearing and perjury charges allege that Mr. Connifey lied under oath, before a Carroll County Grand Jury, about the relationship and his prosecution of Ms. Putnam.

Ms. Putnam has been charged with four counts of false swearing in connection with her grand jury testimony. She was arrested on December 17, 2015, and is scheduled to be arraigned on January 20, 2016 in the 3rd Circuit District Division in Ossipee.

The official oppression and false swearing charges are class A misdemeanors, which carry a maximum possible penalty of 12 months in jail and a $2,000 fine. Perjury and witness tampering are class B felonies carrying up to 3½ -7 years in state prison and a $4,000 fine.
