Yes, legislators are appallingly stupid.  The recent "nipple bill" that was proposed here in New Hampshire would have changed the indecent exposure statute to ban female nipples, but not male.  However, to avoid interfering with breastfeeding, an exemption for breastfeeding was part of the bill.  The exemption, though, did not specify anything about who might be fed (so breastfeeding another adult would qualify) and voided the entire indecent exposure statute if breastfeeding was taking place, including all of the rules against having sex in public.

Fortunately, enough of the other legislators saw how stupid the sponsors had been and killed that.  I'm all for freedom, but that would seem to lead to a good bit of rather-insane behavior if it had passed...
