Licensing for bikes will probably happen when more people start using the Rhoades car.

I have one of those sitting at my parents place.
I had like 5 license plates on it for fun and reflectors.
People would pull up next to me and ask if it was required to have a plate. And I said yes ..... and this is all I could afford after Gray Davis raised (tripled) the car registration fees.
When I get that thing to NH I can add the NH plates that I don't use anymore. :)

State licensing started in Massachusetts (surprise!) and Missouri in 1903. Rhode Island was the first to require testing, in 1908. The last state to begin issuing licenses was South Dakota, in 1953 (they were also last to require testing, in 1959).

Insurence companies already attempt this. But they're so highly regulated it's difficult for them to impliment new ideas because everything has to be aproved through the State Dept of Insurence. Which NH still has unfortunitely.
