If the guy was derranged, he should have called for back-up.  Clearly, the guy overwhelmed the cop (at least for a while).  I don't know why they can't use a weighted net to subdue unarmed or poorly armed, drunk, or derranged suspects.  Most human beings in that condition probably aren't any smarter than a Monkey who ate his Wheaties that morning.

If the guy was really derranged he probibly wouldent have pulled over, or maybe it was his plan to mess with the cop and then get away again.
