Russell Arrested at IRS office 7-27-06

The place was crawling with Homeland Security employees. In addition to the uniformed ICE cops, there were two plainclothes officers present at the first arrest. During the arrest, one used an elbow to push me back and another was a bit more forceful with Roger. We went outside and got more shots of Russell being put in the Homeland Security police car. It was surreal.

As Kat and Russell already know, the authorities will use arrest, processing, trials, and legal threats as a form of punishment by itself.  The officers that do this have no fear of losing their job, no fear of lost pay, and no fear of losing their reputations, and no fear of arrest.  Its just another day on the job for them.  There is virtually no check on wrongful arrest and prosecution.

Anyway, it looks like they're charging him with the standard laundry list of "crimes" they charge people with when they haven't committed one.

    (b) Posting or affixing materials, such as pamphlets, handbills, or
flyers, on bulletin boards or elsewhere on GSA-controlled property is
prohibited, except as authorized in Sec. 101-20.308 or when these
displays are conducted as part of authorized Government activities.
Distribution of materials, such as pamphlets, handbills, or flyers is
prohibited, except in the public areas of the property as defined in
Sec. 101-20.003(z)
, unless conducted as part of authorized Government
activities. Any person or organization proposing to distribute materials
in a public area under this section shall first obtain a permit from the
building manager under Subpart 101-20.4 and shall conduct distribution
in accordance with the provisions of Subpart 101-20.4. Failure to comply
with those provisions is a violation of these regulations.


Definition of a public area:

Quote
   (z) Public area means any area of a building under the control and
custody of GSA which is ordinarily open to members of the public,
including lobbies, courtyards, auditoriums, meeting rooms, and other
such areas not assigned to a lessee or occupant agency.

BTW, there is a "shall issue" permit process for using these facilities.  Not sure it would apply in this case, but for those of us who might want to use the Post Office for petititioning, this might be useful information.
