His Excellency John Lynch?

I'm reading the New Hampshire Constitution and I had to stop and laugh when I got to this part:

There shall be a supreme executive magistrate, who shall be styled the Governor of the State of New Hampshire, and whose title shall be His Excellency.

Does anyone really call him that?
