You could always have a house full of naked people. Sex in every bedroom -- that should deter the assessor, or at least distract him!

My suggestion would be this:

Invite the assessor over. When he arrives, occupy all 15 of his minutes with the story of the previous tenants.

I think I would do it. It boils down to confront or avoid. Your choice, but if there are problems with the system, confronting it gives you valuable first hand experience to make a stink about. Even if it is a totally up and up process, abatements give the town a tool to fine tune the valuations and measure the performance of the assessing company.

I strongly suggest you have a chat with Ed Naile or Bob Kingsbury from CNHT.
If you have not talked with either of them in person yet, it behooves you to do so.
They have more info on this particular affront than you can IMAGINE.
They know all the court cases, all the RSAs, and generally they know the individuals or organizations who will be doing the assessment in your town.

The CNHT are an amazing organization. Talking to them before dealing with the "authorities" on any property tax issue is a move. Just be aware they're busy as hell at this time of year... ;)

Do you have a grow house or something you're trying to hide?

If they want to come inside just ask them what exactly they'll be accessing on the interior. I would be nice though hoping they would access the property lower for you. Coffee and donuts may help.
