      They dont receive wind or sunshine in Jamaica?   For the amount of income the
inhabitants would save from taxation, they could build a full infrastructure in
about four or five years.

So what?  If they don't have it - they probably choose not to.  I am sure the bar/deli owner has electricity to keep his beer's & goods cold & to watch the evening news as the article mentioned.  If they are hurting that bad I am sure any number of international organizations would help them with a wind/solar solution as mraaron mentioned.

Like what services? school, police, public transportation?  Maybe a result of no taxes?  sounds fine to me... wonder if they let white americans move in & open a business?

Sounds to me like they have it pretty nice there.
