Get a big cardboard box and line it with aluminum foil, shiny side facing in.  Stand the fluorescent fixture up on end and make an opening in the side of the cardboard box to fit the light fixture.  Grow light tubes can be bought from garden stores, or full-spectrum tubes can be purchased from tropical fish stores.

Put the little lemon tree in the box, make sure it's watered and there's a ventilation hole in the top of the box, and switch on the light.  The foil will reflect the light around the inside of the box so that the plant is bathed in light from all sides.  You could even set up the lights on a timer.

Most vegetative matter can be "wintered" in this fashion; only thing I would suggest is another opening at the bottom of the box, ( the hole at the top is good for heat dispersal) and the use of a small fan inside to help promote air circulation.

we've switched back from lemon trees to growing marijuana.

go to www.fourwindsgrowers.com and they will have information about overwintering your lemon plant. They dont need that many hours of light a day but will want to be inside where it is warm as they arent that cold tolerant. There's a good chance your lemon tree was bred by four winds (improved meyer?)

^^^ Actually cardboard would be a horrible choice for a building material if one was going to grow cannabis.  :P
