One of the morning shows on the regular media had a story about drying off the outside of the cell phone, then placing it in dry rice for a few days. The rice absorbs the liquid.
There may be a step missing in this process, so do a search on it.

Basically, what you want to do is dry the phone off before you power it up again.

Displacing the water with a non-conductive solvent such as isopropyl rubbing alcohol will get rid of as much water as quickly as possible, and then you can fully dry it out.

Placing the phone in a dessicator, under vacuum, or making sure there is plenty of warm, dry air flow will help remove all water as quickly as possible to prevent any corrosion from taking place.
