The problem with a depository isn't the government...
Its those that run the enterprise.

Several people rent private storage facilities for their valuables (furniture, etc)...
Same thing.

The term 'bank' doesn't have a singular legal meaning. It depends on formation of the legal entity.
Commercial banks are different than Investment Banks, which are different than other formats of banks.
