can you be held down when social services snatch your child from you even though it wasn't your fault, it was your partners who your are fleeing domestic violence from? 
Unfortunately KBCraig is prolly right.   :'(  I'm guessing this has happened to you.  Welcome to the forum.  I hope everything works out.  The gov't has one tool, force and its sister threats of force, it is a blunt tool at best, and and evil one at worst.   :(
