Nah, it is the result of people continuing to try to elect the lesser of two evils into a system that exists for the purpose of controlling other people.

I live in california, and I wouldn't feel sorry for us either... just the fact that the nazi terminator is governor is bad enough, but we also have huge industries that dictate our legislation and place their men (or women) in power.  next month raw milk will become illegal here simply because the milk industry lobbied our legislature for years. 
but we also vote in laws which simply do not get enforced.  for instance, we voted to legalize medical marijuana and cannabis clubs, but the feds still raid the clubs and send people to jail.  we voted to regulate the mandatory auto insurance we have here, to keep rates below a certain level, yet nothing has been done about it in 15 years.  the list goes on and on.
so in essence what I'm saying is even if we do vote for something, it just gets ignored...
the rolling blackouts were a scam to raise electricity prices.  this state is very corrupt, to say the least... there are alot of free thinkers here, but there are also a lot of dupes, morons, and scam artists.  too many to count...
