In answer to the question about spear fishing in New Hampshire, there is a long list of types of fishing that are prohibited, net, spear, etc. You can bow fish for carp only in Lake Mascoma, and then only using a line attached to the arrow. I believe you can spear fish in the ocean with no license. I got a vague answer about where the salt water ends and the fresh water begins.
