Getting FTL broadcast into U.S. via foreign shortwave

If the Washington government were to crack down on the internet, or if electricity were spotty, or internet services interrupted...
Most of us would not be able to hear FTL. We would be cut off from it at the time we most need it.

However if a shortwave station in another country were carrying it... and if that station had a signal strong enough to reach the U.S...

Many of us could tune in on shortwave.  Sort of like a reverse Radio Free Europe. 

Any thoughts on how to make this happen or what stations might be appropriate for approaching?  Thus far I've come up with these two possibilities:
