If you own or have a friend who has Dremel, you can cut your own groove for a flat-head screwdriver if the screw is otherwise intact.

Actually, heating the screw with a propane torch will cause it to expand, breaking it's rusty bonds.  Allow it to cool and shrink again and you should be able to remove it rather easily.

If you have a car battery with removable cell caps, you can put a couple of drops of dilute sulfuric acid (battery acid) on the screws and they (the screws) should disappear in a couple years.

An easy-out or grabit (http://www.aldn.com/grabit/) at the hardware store, or a vise grip if you can get it around the head of the screw easily.

Speaking from vast experience, this is the solution you are looking for. However, a flame thrower and/or Jaws of Life might be an interesting alternative.

Maybe people could put the licence plates in their glove box to start.

Isn't there some kind of law that says you are innocent until proven guilty in the US?

You should not have to prove anything by putting badges or plates on your car to prove to everyone that you are "legal"

I could be wrong, the whole innocent until proven guilty in the US is probably a myth.
