You may have heard the famous expression, but do you know the context?  It's a fictional speech given by a real historical character, Jack Cade, as he attempts to lead a revolution of...well...you can understand his political philosophy pretty clearly as he rouses the rabble:

JACK CADE

    Be brave, then; for your captain is brave, and vows
    reformation. There shall be in England seven
    halfpenny loaves sold for a penny: the three-hooped
    pot shall have ten hoops; and I will make it felony
    to drink small beer: all the realm shall be in
