I lived on Guam from 1959-61.  I do not recall any moments when capsizing was an issue, but we must be ever vigilant to the possibility!     Guam IS pretty close to the edge of the earth though and it's more likely it will fall off , perhaps a long cable affixing it to California would serve as an adequate mooring line.   I will write my Congressman and see if we can get some action on this very pressing problem!

Just one cable?!  Don't you understand basic engineering?  You need at least several anchored at different points on the island or the stresses will break part of the island off and it'll still go right over the edge of the Earth.  That's like when Superman picks up a car by its bumper or a plane by the tail.  It only works in comics.

I used to play 'sink the raft' at the lake when I was young.
A lot of kids would get on the raft, more than the raft could handle.  The raft would tip and everyone would fall in the water.   It was great fun.

...and it never flipped over.
