"...when the state police arrived and politely ordered the group to vacate the beach or risk arrest, the volunteers and town officials obeyed. Only Steve Scannell stayed. He took two shovelfuls of sand and walked over to a state policeman.

"I am trying to breach this barrier beach," he told trooper Jack McGrady. "That is a violation of wetland protection laws. I insist you arrest me."

The trooper accommodated him."
