The answer is yes, but this 'Pollyana' article is all I could find.

Fuck it.  It's always the same thing with the Government.  They start out small with some restrictions.  Then after a few years they're cranking up the project with one of two excuses; either the project is a failure so it needs more funding or the project is successful so it should get more funding.

They could wrap it in 'Anti-terrorism to protect the Kids'.  It would be a larger sheet of wrapping paper; they could waste more money at the same time.
