If the relatively-small presence of Freestaters in Concord results in the need for an APC...

...then what should be necessary in Grafton, with the highest concentration of Freestaters?

A few main battle tanks and a missile battery?

The "protection" is for the politicians.  There isn't any politicians worth protecting in Grafton.
