New registrations are done at the town level, face to face, so it's a little less prone to gamesmanship.  Here's what Nashua will accept:

Acceptable Proof Of Residency
    * A Current New Hampshire Driver's License With The Correct Address On The Front
    * OR A Current New Hampshire, Or Out Of State Driver's License, Along With One Of The Following:
    * Utility Bill Or Other Official Mail Recently Received At The Correct Address
    * A Rent Receipt Or Lease Agreement Recently Signed By The Owner Or Management Company (Not By A Roommate)

I don't have a birth certificate and have not applied for a NH drivers license and I have lived happily in The Shire for a couple of years. :)
I wouldn't recommend bowing to the local organized crime gangs. Live free!

On that thought Russel, I'm guessing you don't register or title your vehicles.  What do you do if they pull you over and assume you are in a stolen vehicle?

I wonder what constitutes a "rent receipt"

Does that mean I can go to the office supply store and get one of those $2.50 receipt books and just fill it in myself? 

Geez.  Bureaucrats can't be this stupid, can they?  If so.... then better for us.

Manchester requires that it have a signature of the landlord or leasing agent.

BTW, Manchester accepted the lease as proof of residence in order to pay the taxes on the car, but the DMV would not accept it. I think they wanted mail.

No, it looks like I don't actually have any Verizon letterhead left over. I guess I can't get a New Hampshire driver's license. What a terrible loss.
