So Keene wants all persons who assemble at the head of the square to ask permission and sign a terms of use form. This form states, among other things, that the organizers are responsible for any police force that the police consider necessary.

Toby,

I'd double check that information.  As far as I know, Keene is no longer issuing permits to assemble. The peace group that meets on Saturdays used to get them, but the city told them that they don't issue them anymore, so we're free to use it as we like.
