I decided that I would visit the Nashua PD and research the process to file a complaint against the police. I entered the NPD station, and asked the lady at the front desk if they had a complaint form. I explained that I did not have a complaint, I just wanted to know what the process is. She said they did not have a form, and that you talk to the Sargent in charge to file a complaint. She said she could get someone to explain the process to me, so I agreed to wait.

Sgt. Jones greeted me in the lobby and escorted me to an office. I explained what I wanted to know. He asked a few questions about me, like am I a student.....he was trying to figure out why I wanted to know. I had a couple folded pieces a of paper(printout of RSA 570-A:2, law Gannon allegedly broke) I was writing on the back of, so I may have seemed like a reporter or a student doing a report.  I answered his questions, and  he got more comfortable and started to explain the process to me.

Sgt. Jones stated that the person who wants to file a complaint needs to talk to the desk Sgt., and the Sgt. decides if it is a valid complaint. Sgt. Jones explained that some people think that if they file a complaint that they can get the police to drop the charges or speeding ticket, or that the charges are not correct. The Sgt. will explain to them that they need to take care of all this with the court system, and that is what the trial is for.

If the Sgt. decides that the complaint is valid a form is filled out. I asked if I could have one. Sgt. Jones said I could not, but he would be happy to go over the whole thing with me, and answer any question I had.  Sgt. Jones also showed me a "complaint" form, and explained why there is confusion if someone asks for a complaint form. A "complaint" form is what a police officer fills out when they issue a ticket, or arrest someone, and file with the court. I am not sure what the police complaint form is called, but this is the info they collect:

Name (birth date)
telephone
address
Arrests/Charges?

Type of complaint (police brutality, misconduct, sexual harassment)
Is the person being complained about a officer or civilian employee of PD?
Department
Date and time of incident
location
injuries
Complaint

the Sgt. taking the complaint also has a section of questions to answer:
Sober/Drunk/high?
Appearance
Attitude
Synopsis


Sgt. Jones explained that the Nashua PD has a Professional Standards Division, and they would handle the complaint, and they report directly to the Chief. The NPD PSD has a Capt. in charge, and Lt. a couple Sgt., and some officers and civilians. He said most of what they do is recruiting, firearms training, other training, things like that, because their are not many complaints, and the are currently looking to hire 15 officers.

Then I started  some gun talk, and asked Sgt. Jones about the guns carried by the NPD. They carry Glock .40 ...the can carry the Glock 22, 23, or 27.

I then started asking Sgt. Jones about some gun laws in NH. I asked about open carry in Nashua. I explained that I have a CC permit, and I never seen anyone open carry in southern NH(besides police), but do every once in a while up north. I asked if it was legal to open carry in Nashua. He said it was, but it doesn't happen very often. He also said that many people from MA visit Nashua, that MA is a different world, and also, many of the police officers are from MA, so someone may get stopped and questioned, but nothing would come of it.

I also asked if it was legal to carry a rifle in downtown Nashua, as I know it's not an issue many places up north, as people hunt, and it is common to see people with rifles. He ask if it would be in a case. I said no, slung over a shoulder, an assault rifle, something like an AR-15. He said it would be legal, he was not aware of any laws that regulate the activity, but he wouldn't do it, and it would draw a lot of attention.

I also asked about the laws when transporting rifles in a car, and does the CC permit apply to things other than pistols. I was wondering if there was anything about how ammo had to be farther than arms reach. He said he was not sure on the specifics of the law, but did not believe there are such laws in NH, but he keeps the muzzle of the rifle down, and bolt open.

Hmmm, if police were private and had a motive to serve the public and make people happy would this be a problem?

I just added both of these to my "Surveillance LSR" file.

They are excellent arguments that we can make to the Attorney General and/or Police Cheifs, of why a law expressly allowing citizens to record interactions with law enforcement are necessary.

Note that "policeabuse.org" obviously went to a lot of trouble to gain access to the police department's own surveillance cameras, had cameras staked out outside the PD, and the investigator apparently also had a camera secretly on his person when he walked up to the desk. The average citizen would have no more than a video-ready cellphone or digital camera. Either should be clearly visible, and would serve to ensure that BOTH the citizen and the officer behave properly, for the same reasons that an openly-carried gun deters, rather than promotes, violence.

This investigator was overly curteous and forgiving, but somehow the police still managed to:
-Threaten him with force;
-Interrogate him;
-Give him a warning (almost a ticket) while trying to leave; and
-Get lectured for having the nerve to file a complaint.

Most people are completely oblivious to the true nature of government.
