Amendment XVI

The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration.


Okay, I need some definitions here... What does it mean, 'without apportionment among the several states' and 'without regard to any census or enumeration'?

Is this not the not confusing amendment to the constitution?  Why not all the states, why several? What states?

What you wanted to hear instead of the truth: apportionment means that the tax bill is divided up among the states, and the states remit the taxes, and enumeration is a capitation, or head tax. Read Article I in the original goddamned piece of paper for the explanation of how these work.

The word "several" means "severed, distinct, discrete, individual". It doesn't mean "a few". In this case, "the several states" does mean "all the states", each of which is separate and distinct.

The next item, "without regard to any census or enumeration", means that the taxes will be assessed at the same rate for all people, without regard for the population of their state or district.

I agree, it was poorly written. Much of the the Constitution is hard to read if you apply modern American English definitions. "Well-regulated" comes to mind...  ;)

Yes, Well-Regulated in modern tongue refers to controlled, NOT what the Founding Father's meant.
